We represent nearly 70% of Ontario’s long-term care homes.

Our members include small, medium, and large homes — private, not-for-profit, municipal, hospital-based, culturally specific, and First Nations — located in rural, urban, and Northern communities across the province.

Together, our diverse membership provides a unified platform to advance the changes needed to strengthen and transform long-term care for residents, families, caregivers, and staff across Ontario.

Our Team

Donna Duncan

Chief Executive Officer, Ontario Long Term Care Association

Donna Duncan leads the Ontario Long Term Care Association (OLTCA) with a clear mission: to reshape how society cares for people as they age.

She views seniors’ care, mental health, and public policy as interconnected pillars essential for building healthy, resilient communities.

With more than 20 years of experience, Donna has guided transformations in both care delivery and system design. At OLTCA, she has championed models that link health, housing, and community support, positioning long-term care as a trusted partner for governments, global networks, and community stakeholders.

She also hosts Coming of Age, OLTCA’s award-winning podcast, which challenges ageism and reframes conversations about aging, care, and innovation.

Earlier in her career, Donna established the Ontario Caregiver Organization as its inaugural CEO and led one of Ontario’s largest children’s mental health centres through transformational change, culminating in its integration with the Hospital for Sick Children.

Her background also includes senior roles with the federal and provincial governments and with the United Nations.
